Do HBELs (ADE or PDE) need to be established for cleaning agents?

Yes. According to EU Guidelines for Good Manufacturing Practice for Medicinal Products for Human and Veterinary Use - Volume 4, Annex 15: Qualification and Validation, limits need to be established for the removal of cleaning agents used.
